The "Bavarian Return Programme" is a support programme of the Free State of Bavaria developed by the Bavarian State Office for Asylum and Repatriations to promote voluntary return to the country of origin. This Bavarian guideline supplements the existing programmes, in particular REAG/GARP 2.0, StarthilfePlus, Frontex-EURP, and is based on the individual needs of people interested in leaving the country. As part of return counselling, funding is determined from the following components: - luggage transport - Personal reintegration assistance - Business start-up grant - Qualification and education subsidy - Housing allowance - Bridging allowance for people in special circumstances for up to 12 months - Medical support - Further individual special requirements
In Bavaria, applications for funding under the "Bavarian Return Programme" can only be made as part of return counselling at the Central Foreigners Authorities (ZAB), the Central Return Counselling Centres (ZRB) or "Coming Home".

“Special Iraq Programme” It is important to the Bavarian state government to emphasize the priority of voluntary departure. Since the return situation to Iraq has changed and deportations to Iraq have increased again since early summer 2023, the State Office for Asylum and Returns (Landesamt für Asyl- und Rückführungen, LfAR) has therefore issued the annex "Special Programme Iraq" to the directive on promoting voluntary return to the country of origin or a third country willing to accept refugees, the "Bavarian Return Programme", on behalf of the Bavarian state government, which came into force on 15 June, 2024.
According to this, Iraqi nationals who voluntarily leave for their home country will receive additional support in the form of start-up assistance of EUR 500.00 per person (EUR 250.00 for minors) and monthly support of EUR 100.00 (EUR 50.00 for minors) for a period of 12 months (instead of the usual 6 months).
There is no legal entitlement to return and reintegration benefits under the “Bavarian Return Programme”. This is a voluntary task of the Free State.
